Digital Bridge for Local Governments
Transfer of Polish AI Experience to Armenian Public Administration. An international cooperation project between Poland and Armenia, funded by the Polish-American Freedom Foundation through the RITA program, implemented by the Education for Democracy Foundation.
About the Project
- Partners: Klaster Innowacji Społecznych (KIS, Poland) and Youth Progressive Community (YPC, Armenia).
- Duration: March 2026 – November 2026.
- Target group: 45 municipal officials from the Artashat, Ararat, and Masis communities in Armenia.
- Funding: Polish-American Freedom Foundation, RITA — Region in Transition program. Grant Agreement: RITA-2025-15.
Project Activities
- Action 1 — Adaptation Workshop (March 2026, Yerevan): 3-day workshop adapting the Polish AI training program to the Armenian public sector context with 15 YPC trainers.
- Action 2 — Train-the-Trainers (April–May 2026): 80 hours of intensive training (40h in-person in Yerevan + 40h online) covering AI technology, tools, and teaching methodology.
- Action 3 — Pilot Workshops (June–August 2026, Artashat, Ararat, Masis): 3 cycles of workshops for 45 municipal officials on citizen services, process automation, cybersecurity, and ethics.
- Action 4 — Final Conference (November 2026, Yerevan): public conference presenting project results and the "Roadmap for AI in Armenian Local Government" publication.
Training Materials and Exercises
The site provides bilingual interactive training exercises (English and Armenian) for working with AI tools in daily municipal work, as well as downloadable "AI in Public Administration" slide decks (PPTX) in English and Armenian, and an interactive project presentation.

- YPC — Youth Progressive Community (Armenia): NGO focused on youth development, civic engagement, and capacity building for local governance.
